SA3 is a joint venture between SIRIS and APSI with over 40 years of combined experience in the construction industry.  After 10 years of military service and 10 years in the construction industry, Chris Hopkins formed SIRIS in 2017.  He began working in construction in the military in Iraq and saw the impact that development can have on people’s life first hand.  His experience includes highly sophisticated construction projects, including museums, labs, and healthcare projects.  Since its establishment in 1990, APSI has been a leader in providing project construction management and associated services.  This leadership role has been achieved by attracting and maintaining high-caliber and highly-trained staff, by staying at the forefront of technologies within our industry, and by expanding services to meet the needs of clients.  This expertise gives a unique insight into our industry and brings together two firms that complement each other.


Why this partnership?  Many firms come together to chase a project, but every now and then you find firms whose leadership share common goals and methods in managing construction.  SIRIS’ experience in managing projects from the initial programming stages through construction coupled with APSI’s strong foundation in project controls and management allows SA3 to be a strong player during all stages of the project process.  This partnership has managed projects in 42 states as well as Puerto Rico, US Virgin Islands and Guam, giving us a footprint that allows us to service any size project or program, and, together, our firms form SA3.

Our firms have worked with public and private clients, including federal agencies, state agencies, cities and counties, local agencies, colleges and universities, ports and airports, healthcare facilities, K-12 school districts, courthouses and museums. Client satisfaction is our primary goal.  With each project we strive to meet and exceed our client’s needs.  This commitment to our clients is practiced at every level throughout our entire organization.
